According to the statistical data, 1 the export value of global PV cells and modules increased from approximately 54.7 billion USD to approximately 74.1 billion USD from 2012–2021, a growth of 35.5%, which was greater than that of global merchandise trade during the same period (20.3%).
When exploring the export resilience of the Chinese PV industry, exports of Chinese cells and modules to the USA and the 28 EU countries 10 were used as the treatment group, and exports to other countries and regions were used as the control group; consequently, the DID variable T r e a t i × P o l t i m e i t m was constructed.
In the short term, they led to a noticeable and substantial decrease in Chinese PV exports to Europe and the United States. In the long term, the negative impact on Chinese PV exports is not sustainable. The above conclusions are verified as reliable after multiple robustness tests.
Europe and the USA, as the main export markets for Chinese PV products, successively introduced antidumping, countervailing and other trade-restrictive policies for Chinese PV products from 2011–2012, leading to a significant increase in Chinese PV trade costs and a serious reduction in exports.
According to the results in the first two columns in Table 2, compared with the trade situation between China and economies that have not initiated ACPs, the trade barriers between China and Europe and the USA has had a significant negative impact on Chinese exports of PV cells and modules.
Antidumping and countervailing policies from the EU and the USA significantly reduced the export volume and number of new entrants in the Chinese photovoltaic industry. Despite initial setbacks, both export volume and new entrants experienced a “V”-shaped rebound, with new firms rebounding faster and more significantly.
